What happened and why it matters.
Windsor's HOA architectural review committee is widely regarded as one of the most rigorous in Indian River County. For a full seawall replacement at an estate within Windsor, Deckmasters Marine navigated both the engineering demands of a 220-linear-foot replacement and the documentation standards Windsor's committee requires before any permit application is filed.
The existing seawall had reached end of service life. Cap cracking, batter pile fatigue, and evidence of panel movement indicated the structure was no longer performing as a load-bearing boundary. A repair-in-place approach was evaluated and ruled out: the panel system was too degraded to warrant investment in cap repair or partial tieback replacement. Full replacement was the correct decision, and Deckmasters documented that determination for the Windsor ARB submission.
The replacement system used vinyl panels — a material Windsor's committee has accepted for seawall replacement work based on its performance history in the Indian River Lagoon environment and its compatibility with the community's material palette. Vinyl panels were driven to the specified embedment depth, followed by concrete cap construction matching the original profile dimensions. A batter pile system was installed at the outboard face to resist the hydrostatic and tidal loading the cap and panels carry.
Geotextile filter cloth was placed between the panel system and the backfill substrate to prevent fine material migration through panel joints — a detail that matters over the life of the structure, not just at installation.
The FDEP Environmental Resource Permit and Sovereign Submerged Lands Authorization were coordinated simultaneously with Windsor HOA review. Deckmasters prepared both the engineering documentation for FDEP and the material specification package Windsor's committee required. Construction was completed in 2022 and passed final FDEP and county inspection without revision requests.
